View Ref-FileUse menu shortcuts

This switch can be used to set whether TosWin2 uses the shortcuts defined
in the menu or not. If a shortcut has been modified, it will of course no
longer work with the key combination indicated in the menu bar!
So if you absolutely need to input in the window a key combination that
also corresponds to a menu shortcut, you can either switch this switch off
temporarily or delete the shortcut permanently from the resource file
(toswin2.rsc).
