AV_STARTED (0x4738) Server <- Client (11th November 1994)

A client informs Thing that it has received and understood the VA_START 
message and any memory reserved for passing the command line can be 
released.

At present this message is ignored because Thing does not reserve any 
extra memory for VA_START messages.
