AV_STARTPROG (0x4722) Server <- Client (11th November 1994)

Thing is to start a program at the request of a client.

  Word 3+4: Program name with complete path -- may also be a filename. If 
            the filename is included Thing searches for the application 
            installed for it and then passes the filename as a parameter 

            to the application.
  Word 5+6: Command line, or NULL if no command line is to be passed.
  Word 7:   Any 16 bit value, which is to be returned at VA_PROGSTART.
