Notice only supports blocks consisting of an entire line, so partial
parts of lines cannot be selected.  A block is indicated as marked
by a shaded pattern on the associated lines.  The concept used is like
that of, for example, Tempus in that after a block has been marked, the
text can be edited as normal and the block marks are retained.

When the beginning of the block is set, Notice will first mark the
line where the cursor is.  If the block end is then selected, all lines
between the two marks are highlighted with the pixel pattern.  If the
end block is before the start block in the text, then the end block
is set as the start and the previous start mark is invalidated.
