If Notice is installed as an ACC, then it reloads the last loaded file
when activated.  When Notice is first activated as an ACC or PRG then
an attempt is made to load the file C:\NOTICE.INF which, for example,
could be the main sticky note.

The recognition of Notes, ASCII file, STG file or Binary file takes
place automatically so there is only one function for loading files.
