  <dev> is the BIOS Device Number.  (NOT the standard handle!)
        Note: 3 = IKBD and 4 = MIDI


Function returns output status on device <dev>.  It returns TRUE (-1)
if the device is ready to send, and FALSE (0) otherwise.
